Overview
The Moore family began developing affordable housing in 1997. At present they are partners in 9 properties. Moore Asset Management (MAM) focuses on multi-family affordable housing management with special emphasis on tax credit properties. The total staff combined brings over 15 years of tax credit experience for Moore Asset Management, INC.Moore Asset Management was formed in the spring of 2002. The property management and operations of Moore Asset Management, INC is structured to provided on-site property managers with experienced and knowledgeable supervision on a day-to-day basis. Programs are in place for asset maintenance, marketing, leasing, compliance, and social services. Continual training at all levels assures property owners that properties will perform at their optimum level. Appropriate software technology is incorporated into the overall scope of operations for each property to provide comprehensive monthly financial reports including balance sheets, operating statements and Rent Rolls, as well as owner, investor and government reporting. Our customers can be assured the overall image projected by their properties will be conducive to long term asset appreciation. Moore Asset Management’s familiarity with the requirements of these programs, its experience of in-house staff, coupled with the utilization of outside consultants, results in the continuous and professional monitoring of property operations and compliance. Moore Asset Management ensures up-to-date information which is filtered down to each property for optimal management while maximizing resources.
Our Team
R. Ben Moore
Ben Moore began his tenure in the multifamily housing industry in 2000 when WMRA Ltd. began developing a 144 unit low income housing tax credit (LIHTC) property, today known as Highland Village Apartments in Longview Texas. What began as a simple book keeping task for the then new development project has today grown in to a multi -million dollar asset portfolio. In 2003 with the experience of four previous projects under his belt, Ben began working with Jerry Moore and Larry Paul Manley on what would become the single largest LIHTC development project in his career. With a total development budget of over $23 million, Ben quickly became involved in all areas of finance, design, development, construction, and management. This project was especially challenging to develop and manage as the funding sources came from a combination of tax exempt bonds, as well as low income housing tax credits. Management of all accounting, insurance, and coordination between sources and uses of funding during the 18 month development and build out stage of the project was his primary task. The successful completion of six more LIHTC multi-family properties stretching from Texarkana to Orange Texas has provided Ben with an exceptional understanding of multi-family property development and management. Since 2000 Ben has participated in the financing, accounting, development, construction, and management of over $88 million in multi-family LIHTC projects. Ben has a bachelor’s degree in business administration with an emphasis in marketing from Stephen F. Austin State University. Ben’s family history is deeply rooted in East Texas with a long history of service to the community. Service is one of his strongest qualities. Ben is currently a member of the Lufkin Host Lions club, serves on the board of directors for the Museum of East Texas, past board member for the Lufkin Habitat for Humanity, Committeemen for the Angelina County Area Go Texan, and a board member for the Pineywoods Purgatory Bike Ride.
Carol Moore
Carol Moore holds certification as follows:

Carol has fourteen years marketing and management experience in, and commitment to economic-development in Texas and Oklahoma, including municipalities, county and state program. She has extensive knowledge of economic development allies, programs, educational systems, and political structures in Texas and Oklahoma. Carol was targeted by Governor Ann Richards and Texas Department of Commerce Executive Director Cathy Bonner to develop Texas Quality Projects. Carol has extensive experience while working with the Texas Department of Commerce such as the Associate Director, National Business Development; Director of Marketing, Business Development Division; Director of Quality Texas; Location Specialist, Office of Industry Development and Retention. She also served as the Director of Office of Economic Development program for Cleveland County, Oklahoma. She has served on numerous local, state, and national committees addressing economic development issues, including Congressman Dave McCurdy’s Fourth District Task Force, Japan-Texas Trade Conference, National Governor’s Association Task Force for Quality, and Texas Quality Award Bard of Overseers.
Carol’s professional experience and business includes, President of Partners for Effective Development, Inc., Lufkin, Texas. Her responsibilities at present are real estate development, building construction for commercial and multi-family housing; various economic development consulting projects representing companies in the process of facility location. Carol is the General Partner for Moore Asset Management, INC with includes the real estate asset management including Low Income Housing Tax Credit and Home Investment Partnership Program housing.
Brandy Lamon
Brandy performs as the Compliance Manager for Moore Asset Management, INC. Since 2004, Mrs. Lamon has been involved in the property management industry and has experience in every phase of management operations for multi-family housing tax credit properties. She began her employment with Moore Asset Management as Assistant Manager and worked her way to Compliance Manager. She is responsible for training on-site staff in compliance issues and conducting on-site audits of the files. She also interfaces with the Texas Department of Housing and Community Affairs (TDHCA) on all property compliance reviews and audits. Mrs. Lamon holds certifications from TDHCA for compliance training and certifications from the Texas Apartment Association covering apartment and rental housing legal issues, lease documents and compliance strategies for on-site personnel and Fair Housing. She also holds a Site Compliance Specialist certificate through the Housing Credit College where she scored 96% on her exam.
Jerry Moore
Jerry founded the commercial building division of Moore Brothers Construction Co. which later spun off to Moore Building Associates Inc. In 1997 he tried his hand at developing and applying for the first tax credit application with the Texas Dep. of Housing and Community Affairs. Today that project is as successful as ever, and has been followed by several more. Through the use of design build delivery methods, Jerry has been instrumental in the development of more than seven successful tax credit development projects. Jerry has an extensive background in commercial building construction, remodeling, and maintenance. He brings a lot to the table with routine consulting for maintenance and capital improvements on each property in our management program. Jerry holds a degree in engineering from Texas Tech University. He has provided many years of service to the local community, a current member of the Lufkin Rotary Club, and a past member for the Texas State Board of Plumbing Examiners.
